Modernization’s Missing Middle

Modernization programs bring together people with very different responsibilities. Program leaders focus on the mission and the outcomes they need to achieve. Operational teams know how the work gets done. Technology teams know the platforms and solutions. Program teams manage schedules, resources, risks and deliverables. 

The hard part is keeping their decisions connected as the work moves forward. 

How do you maintain that connection from the original business need through design, delivery and operations? 

That is often the missing middle of modernization. 

A policy decision changes a business process. The process change affects system requirements. A new requirement changes what needs to be tested. Testing uncovers an issue that turns out to be a business question, not a technical defect. A technology constraint forces the business to reconsider how work gets done. 

A decision made in one part of the program can quickly affect several others. 

 

Keep the business need connected to delivery 

Business integration helps maintain the connection between what an organization is trying to accomplish and what ultimately gets delivered. 

That requires more than documenting requirements at the beginning of a project. Business decisions continue throughout modernization, and each one can have implications for the solution and for how the organization will operate.

Throughout delivery, teams should be able to answer a few basic questions: 

  • Are we still solving the right business problem? 
  • What else does this decision affect? 
  • Are business decisions reflected in requirements and testing? 
  • Are people and operations ready for the change? 
  • Did the change produce the result we expected? 

Business integration does not replace business ownership, program management or systems integration. It helps keep their work connected. 

That starts before existing processes and requirements are carried into a new solution. It continues through design, development, testing and the transition to operations. After launch, results and user feedback should help shape what comes next. 

Modernization is more than delivering new technology. The technology has to reflect the right business decisions, work in the real operating environment and produce better results.
