We are seeking a part-time contract Accounting & Operations Manager to support and strengthen VSTI’s core financial and operational functions as we continue to mature internal processes and prepare for future growth.
Role Summary
This role is responsible for managing VSTI’s day-to-day finance and operations activities, including payroll coordination, expense tracking, invoicing, contractor administration, onboarding support, and financial system management. The Accounting & Operations Manager will work closely with company leadership to maintain accurate financial records, strengthen internal operational controls, and support accounting system readiness for future government contracting requirements, including project-based cost tracking and indirect cost allocation.
This is a hands-on role for someone who is organized, dependable, detail-oriented, and comfortable operating independently in a small-business environment. The ideal candidate brings strong bookkeeping and operational coordination experience, along with familiarity supporting project-based financial management within a government contracting or professional services environment.
Key Responsibilities
- Manage recurring financial and operational processes across QuickBooks Online, Harvest, and Gusto
- Generate and distribute client invoices, including supporting time and expense documentation
- Record payments, reconcile invoicing status, and maintain accurate financial records
- Coordinate semi-monthly payroll processing, including PTO tracking, reimbursable expenses, and payroll review support
- Coordinate with the payroll vendor to set up and monitor multi-state payroll and tax accounts, and to ensure compliance
- Support vendor payments, 1099 tracking, and year-end reporting activities
- Maintain project and contract setup within QuickBooks and Harvest, including support for direct and indirect cost tracking, project-based reporting, and cost allocation across contracts
- Support labor distribution and timekeeping processes to ensure accurate charging of labor and expenses to the appropriate cost objectives
- Assist with maintenance of organized accounting records and audit trails to support financial reviews, insurance audits, tax preparation and future government contract requirements
- Support onboarding activities for employees, consultants, vendors and new clients, including administrative and system setup coordination
- Track recurring operational expenses and manage reimbursement documentation and processing
- Assist leadership in strengthening operational readiness to support future prime contracting and fixed-price work

- Contribute to strengthening internal financial controls and operational discipline as the company grows
- Operate effectively in a flexible, fast-moving small-business environment with evolving priorities
- Provide dependable operational support with minimal oversight
Qualifications
- Experience supporting finance, bookkeeping, operations, or business administration functions in a government contracting environment
- Working knowledge of QuickBooks Online and experience supporting payroll and invoicing processes
- Familiarity with direct and indirect cost structures, contract cost tracking, and project-based financial reporting
- Experience supporting timekeeping, labor distribution, expense tracking, and financial reconciliation processes
- Understanding of basic government contracting accounting principles, including audit readiness, cost allocation, and financial documentation practices preferred
- Strong organizational skills and attention to detail
- Ability to manage recurring deadlines and operational processes independently
- Strong written and verbal communication skills
- Familiarity with Harvest and/or Gusto preferred
- US citizenship required; candidates in the metropolitan Washington, DC area preferred
